Considering the consolidation of banks in Spain, and supposing that most of their assets are the properties on which they had issued the loans, I would suggest that an idea would be to convert the banks into building societies. Then, with an arm financing house purchases, another arm selling the properties, such a body would turn the properties into revenue producing assets, and maybe create a few jobs as well.
Once job and enterprise creation measures are put in place, the economy will start to recover.
When museums, libraries, theatres, cinemas, cultural sites become busier, more jobs will become created and more tourists will visit Spain. It is the symphony of Recovery that starts to play. I pray for Spain that it should be so.
