Shri Anna Hazare started his 3-day fast at the MMRDA Groounds in Mumbai, whilst
simultaneously in the Lok Sabha in Delhi the August house gave each member of
parliament the opportunity to give view on the proposed Lokpal Bill.
The government side, Congress, were trying their level best to deliver the Bill on
time, although Team Anna says the Lokpal Bill being presented to Parliament is
different to the one proposed by Shri Anna Hazare and on which the Prime Minister
gave his solemn promise to have it debated in the Lok Sabha, when last time Anna Hazare-ji broke his fast on the 11th day, upon receiving Manmohan Singh-ji's solemn
The Prime Minister has kept his word, and the Lok Sabha passed the Bill in principle,
covering broadly :
The Whistleblower Clause
The stipulation that C and D class employees would be forbidden from
asking for bribes
The Citizens' Charter
The only thing not included was the CBI, The Central Bureau of Investigation, which
of course should remain an automoous body, able to operate without interference or
direction which would reduce their powers in duty.
The Prime Minister's Office, which is highly respected, of course also receives exemption
from the Lokpal ambit, which could otherwise interefere with functioning of that office.
All in all it seems a good start after such a long time, and it will bring much satisfaction
to the people of India.
This Bill was due to be presented to the Upper House, and then for signature to be enshrined in Law, today. However,due to procedural matters, it will be presented tomorrow.
Shri Anna Hazare-ji continues his fast despite a high temperature. But he is a man
of great inner strength and virtuous qualities, faithful to his Satyagraha fast, knowing
that God's blessings will make his position unassailable and his cause victorious.
He is the man I have dubbed the National Uncle of India. His victory will be the
victory of the voiceless masses of India, over 700 million people.
